Airfield Safety Manager (Qatar)

Job Purpose:

The jobholder is responsible for the implementation, monitoring and review of the safety programs of Doha International Airport (DIA) to ensure compliance with QCAA regulations and requirements on safety. He shall develop and coordinate safety procedures with Airport users, monitor compliance to safety standards, resolve all safety-related problems and coordinate action matters with the departments concerned. He shall provide support and assistance to the Manager Emergency and Safety on all matters related to aerodrome safety.

TECHNICAL EXPERTISE TO DO THE JOB:

* Considerable experience in airport safety management and operations.
* Training or experience in functions related to safety evaluation and risk assessment, safety program development and/or management, experience in writing procedures.

Safety is top priority for air transport industry. This office is responsible for the safety of persons, equipment and property, reviewing the impact of all ICAO/QCAA regulations,
amendments and advisories on safety activities and making resultant recommendations
for revisions to airport safety policies and procedures. Without adequate safety management, DIA's legal and moral obligations cannot be met, and business and
financial losses in millions of USD may be incurred.

Principal Accountabilities:

* Develop and ensure implementation of procedures and policies for day-to-day aerodrome safety operations.
* Develop procedures and coordinates the activities of the Safety personnel in carrying out inspections and audits of the airside particularly the movement areas i.e. runway, taxiways, aprons and the GSE roads as well, to ensure safety of airside operations.
* Carry out routine inspections and audits of the airside particularly the movement areas to ensure highest standards of safety are maintained for all users and customers.
* Implement the airside driving rules (AVORM) ensuring that violations are meted with appropriate penalties. Oversee the processes in the issuance of airside driving permits.
* Thoroughly investigate and analyze all airside accidents, incidents and near-miss incidents to correctly identify root causes and find solutions to prevent their recurrence.
* Conduct risk assessments to develop an objective assessment of the risk involved with a specific activity, lessons learned from accidents, incidents and near-misses; develop additional control measures to reduce and manage risk.
* Conduct inspection of fire and safety gadgets both at the terminal facilities and ramp areas; coordinate regular checks and servicing requirements.
* Interact with Airport Fire Service to ensure proper handling of emergency, crash and rescue situations; participate in emergency, crash and rescue exercises.
* Monitor proper waste disposal and ensure airside rubbish are collected regularly.
* Evaluate and recommend approval of works plan and monitor actual works.
* Monitor fault/deficiency reporting to ensure that all faults/deficiencies are actually reported and track the rectification process.
* Prepare safety violation letters and recommend corrective actions.
* Implement procedures that should be in place for a controlled and measured response to adverse weather conditions such as dust storm, strong wind, etc.; ensure LVP procedures are in place.
* Liaise with Airport Security for teamwork on matters involving security and safety.
* Coordinate with Airport Fire Service on airport fire and rescue functions and the provisioning of fire equipment and their regular inspections/checks.
* Monitor activities of the "follow-Me" vehicle operators ensuring the safe conduct of the aircraft to/from parking bays.
* Coordinate DIA safety standards and procedures and policies with tenants and users.
* Participate in meetings to coordinate airport safety requirements.Coordinate and provide training of Safety personnel.

Essential Capabilities:
Educational Qualifications:

* College or university degree in business or related field.

Experience:

* At least 5 years considerable experience on aerodrome safety in a supervisory/managerial capacity within the aviation industry (either airline operations or aerodrome environment) preferably handling airport safety operations functions.

Training:

* Must have attended Aerodrome Safety Management courses and other ICAO/ACI/IATA safety training courses
* Must have attended airline operations courses i.e. passenger, ramp and cargo
* Preferably attended training on fire fighting and opera
