| Airfield Emergency & Safety Manager (Qatar) Job Purpose: The jobholder is responsible for planning, implementing, monitoring and reviewing all safety and emergency programs and procedures of Doha International Airport (DIA) in compliance with ICAO and QCAA regulations on safety to ensure delivery of safety to people, aircraft and property at the aerodrome. He shall ensure that safety is afforded the highest priority throughout the activities of the DIA and takes priority over commercial, environmental and social considerations. He is responsible for minimizing, as much as reasonably practicable, the risk of an aircraft accident at or in the vicinity of the aerodrome. He shall apply a formalized and proactive approach to systematic safety management system which shall be implemented in respect of all activities and supporting services within the aerodrome. Job Dimensions: TECHNICAL EXPERTISE TO DO THE JOB Considerable experience in airport safety management and operations; Training or experience in functions related to safety evaluation and risk assessment, and safety program development and/or management. Without adequate safety management, Doha International Airport's legal and moral obligations cannot be met, and business losses may be incurred, including financial losses: * compromised aircraft safety and potential for catastrophic aircraft accident; * costs of replacing and compensating injured employees or others; * contractual penalties or loss of revenuer if flights are delayed; * damaged assets (including aircraft and equipment); * loss of reputation; * loss of existing and future contracts. REPORTS Direct Reports [Grade] Safety Manager (Grade 8) : 1 Quality & Training Manager (Grade 8): 1 Secretary (Grade 3) : 1 Clerk (Grade 2) : 1Indirect Reports [Grade] Safety Officers (Grade 6) : 4 Quality & Training Officers (Grade 6 ) : 2 Safety Supervisors (Grade 5) : 8 Airside Licensing Supervisor Grade 5): 1 Senior Safety Agents (Grade 4) : 12 Safety Agents (Grade 2) : 18 Principal Accountabilities: * Develop, implement and monitor the safety management system for the DIA to ensure a suitable and adequate management and delivery of safety to people, aircraft and property in a shared workplace environment. * Ensure that safety operations adhere to safety regulations and standards; monitor the implementation of procedures and policies for day-to-day aerodrome safety operations. * Monitor the activities of the safety personnel in carrying out inspections and audits of the airside particularly the movement areas i.e. runway, taxiways, aprons and the GSE roads as well, to ensure safety of airside operations. * Carry out regular management inspection/audit of all airside areas and facilities to provide a wider safety oversight perspective and ensure that routine inspections/audits are carried out to the required standard. * Monitor the implementation of the Airside Vehicle Operating Regulations Manual (AVORM) provisions. * Ensure that reporting of all accidents, incidents and near-misses are in place and that investigation and trend analysis are thoroughly undertaken. * Review risk assessments conducted to develop an objective assessment of the risk involved with a specific activity, lessons learned from accidents, incidents and near-misses; approve additional control measures to reduce and manage risk. * Ensure compliance with QCAA Emergency Order; review and update DIA emergency and contingency planning and crisis management procedures; coordinate with QCAA plans for the regular emergency, crash and rescue exercises; draw contingency plans in an extreme case where a disabled aircraft need to be removed. * Interact with Airport Fire Service Chief on airport fire and rescue functions to ensure proper handling of emergency, crash and rescue situations. * Prepare and maintain Emergency Evacuation Plan for Airport terminal facilities and other buildings necessitating this plan. * Prepare and maintain Airport Security Plan consistent with QCAA Aviation Security Program. * Oversee the implementation of the FOD, cleanliness and housekeeping programs of the airport. * Participate in the planning of airside construction and repair works. * Approve works plan and monitor actual works. * Monitor fault/deficiency reporting to ensure that all faults or deficiencies are actually reported and rectification process tracked. * Approve safety violation letters and institute corrective actions. * Design procedures that should be in place for a controlled and measured response to adverse weather conditions such as dust storm, strong wind, etc.; ensure LVP procedures are in place. * Coordinate DIA safety standards and procedures and policies with tenants and u | |
